Wiscasset, Maine Advances $40 Million Wastewater Plant Relocation to Combat Flood Risk

Town officials in Wiscasset, Maine are moving forward with a $40 million plan to relocate their primary wastewater treatment facility out of a vulnerable floodplain. The project is designed to protect the system from rising sea levels and ensure long-term resilience for the coastal community.

The existing treatment facility, currently located on Cow Island, has been identified as a high-risk asset due to its low elevation. The relocation project will move operations to a more secure site outside the floodplain, replacing aging 60-year-old equipment with modern treatment technologies. The project is currently in the design and financing phase, with initial support coming from the Clean Water State Revolving Fund (CWSRF). Wiscasset’s effort highlights a growing trend among coastal utilities that are forced to relocate critical infrastructure rather than attempt to harden existing sites against increasing storm surges. By moving the facility, the town will not only improve system reliability but also enhance local water quality by modernizing the treatment process. Solicitations for the construction phase are anticipated to roll out by late 2026 as environmental approvals are finalized.
